Human Services Advisory Board
PART ONE - ADMINISTRATIVE CODE / TITLE FIVE - Administrative / CHAPTER 138: DEPARTMENT OF HUMAN SERVICES / § 138.05 HUMAN SERVICES
ADVISORY BOARD.
( a) Creation. There is hereby created an Advisory Board to be known as the Human Services Advisory Board, which Board shall consist of one member of Council
to be appointed by Council for a two-year term, and six electors of the municipality who shall be appointed by the Mayor and confirmed by a majority of Council, for the
following terms: Two for a term of one year; One for a term of two years; One for a term of three years; One for a term of four years; One for a term of five years.
( 1) As each of the above citizen member terms expire, subsequent appointments to the Board shall be for terms of five years.
( 2) Any vacancies shall be filled in the same manner for the unexpired term.
( 3) The Mayor and Council may name honorary members to the Advisory Board for such term as may be prescribed by the appointing authority but in no event shall such term exceed five years. Honorary members may be reappointed to the Board at the discretion of the appointing authority. Honorary members shall have no vote but may offer advice and suggestions to the Board.
( b) Powers and Duties. The Human Services Advisory Board shall meet and organize and, thereafter, shall meet at least once a month for at least ten months during any calendar year. The Advisory Board shall make suggestions and provide advice to the Director in the establishment and evaluation of current and prospective programs and activities necessary to carry out the purposes of the Department of Human Services. The Board may also advise the Director concerning current and prospective policies and procedures for the operation of the department. The Board shall also confer with the Mayor and Council relative to the establishment and evaluation of programs and activities, designed to meet the social needs of the residents of the city.
( c) Rules and Regulations. The Board shall adopt rules and regulations with respect to the conducting of meetings which shall be consistent with the purpose and
intent of the powers and duties set forth in this chapter.
